They will remain in charge of the actual process and handle the on page optimization but they will hire somebody else to build links to their site. This makes it easier for you to monitor what is happening with your site and make sure that nothing is being done to put your site at risk. At the same time it keeps you from having to do the tedious work of actually building links yourself.
